Home Ministry’s directives on Arms license
ITANAGAR, Jul 30: As per the Ministry of Home Affairs, Government of India’s directives, the implementation of National Data base of Arms Licence (NDAL) and launch of Indian Arms Licences Issuance System (IALIS) with generations of Unique Identification Number (UIN) is to be completed on or before 1st October 2015.
Hence, in this regard, the state government has directed all the Arms Licence holders to collect the ‘NDAL FORM’ from the concerned Deputy Commissioner’s office in the districts or Department of Home, Civil Secretarial, Itanagar immediately and submit the duly filled form on or before 10th August 2015.
The licences whose entry is not made in NDAL on or before 1st October 2015 will stand invalid automatically, a press notice from Home department stated. DIPR

Tawang, Jul 30: MLA Tsering Tashi inaugurated an ATM Booth in the premises of District Secretariat (DC Office) Tawang today.

The association has called for abolishment of District Based Entrepreneurs and Professionals Bill and present budgetary system of LoC and continuation with previous system and reduction of bank guarantee from 5% to 2% for tribal contractors.
Association also strongly opposed involvement of government officials in contract work in the name of their kits and kins. IOC’s apathy deepens LPG crisis in Arunachal

ITANAGAR, Jul 30: The current LPG cylinder crisis in Koloriang, Ziro, Daporijo, Aalo and Pasighat including Capital Complex may deepen if the Indian Oil Cooperation (IOC) fails to act tactfully. This was informed by highly placed source at Directorate of Food and Civil Supplies Office here today. The central part of Arunachal including Itanagar currently is battling serious shortage of LPG cylinder as Kimin bottling plant reportedly have not been able to meet up the growing requirements.

Nation bids tearful adieu to Abdul Kalam
RAMESWARAM, Jul 30: In a spontaneous outpouring of grief, thousands of people bid an an emotional farewell to former President APJ Abdul Kalam who was on Thursday laid to rest with full state honours in his home town here amid chants of "Bharat Mata Ki Jai".
The body of Kalam was buried in the middle of a 1.5 acre piece of land earmarked for the purpose at Peikarumbu here after being brought from his family mosque where special prayers were offered.
The "People's President" was accorded full military honours, including gun salute and playing of the Last Post as the members of his family and local Jamath lowered his mortal remains into a trench as slogans of "Bharat Mata Ki Jai" rent the air.
The funeral of the "Missile Man" was attended by a galaxy of leaders including Prime Minister Narendra Modi who placed a wreath, offered his final salute and stood in silence in front of Kalam's body that was draped in national flag. He also went around the casket with folded hands.

Govt urged to follow laid down AICTE policy
ITANAGAR, July 30: Arunachal Pradesh Graduate Engineers Association (APGEA) in a
memorandum to Chief Secretary appealed him to issue directives to engineering departments
of the state to immediately impose blanket ban in engineering Degree/Diploma certificates
obtained through distance education which are not approved by AICTE for promotion
and appointment to Group-
In its memorandum, the Association claimed that the All India Council for Technical Education (AICTE) vide its Public Notice Advt. No.UB/03(03)2010, dated March 13, 2010 had reiterated that Diploma or Degree or Post Graduate degree obtained in Engineering through distance mode/education is not recognised. According to AICTE notification, it has been the clear policy of the Council not to recognise any qualifications acquired through distance education mode in the Engineering discipline as it highly requires practical field training for qualifying to be in the skilled group of engineering department, the Association said.

ROING, Jul 30: Parliamentary Secretary for WRD Gum Tayeng said that almost all the
government school buildings and teacher’s quarters need major maintenance since most
of them were constructed during 1970-
She said this while addressing a meeting of the principals and headmasters of various government schools under 42nd Dambuk Assembly Constituency which was held at Bolung Higher Secondary School here today.
Stating that there are reports of roof leakage in almost all the government school buildings, Tayeng assured to take up issue with the Minister for Education to ensure that renovation work is carried out in all the school buildings within the constituency. She also assured to construct a school auditorium at Govt. Higher Secondary School, Dambuk and Bolung as proposed by her husband Late Jomin Tayeng.
While expressing concern over the shortage of subject teachers and teaching staff in the schools, she said that she has asked the government to make the appointment of the clerical staffs viz. C & D categories in the respective district.
Earlier, while interacting with the students of the GHSS Bolung, she exhorted them to concentrate in their studies to achieve their goals and to stay away from any kind of unlawful activities.
Also present in the meeting was Roing DDSE Mijum Lego, who apprised the local MLA about the shortage of English and PCM subject teachers in the district. He also informed that the shortage of ministerial staff have risen due to recent appointments at the state capital against the vacant post in the district and claimed that the staffs after serving a couple of years in the district are often transferred back to their respective districts. He further asked all the principals and headmasters to furnish requirement of school furniture like bench and desks which can be taken up under the CSR programme of various PSUs like NHPC working in the district.

The second round of biometric enrolment for the same is over and the third round is expected to start by September next. The population who were enumerated in the first phase of National Population Register held in 2010 are available in the NPR database. During the first round 49% of the population was covered. The new residents who were not enrolled in the database were asked to fill up the NPR forms and were later covered in the second round. Similarly in the third round, those who had filled up forms during the second round would be covered.
Supervisor Manoj Chettry informed today that in the 2nd round approximately 900 residents were enrolled against 2,000 forms received.

The capacity of the present 5 Seat MCTS Call Centre is to be expanded to 10 Seats with Toll Free incoming facility and undertake IEC campaign including All India Radio and Newspapers, etc to create awareness about the service available through the MCTS Call Centre.
The Centre had been set up with the objective of facilitating in reducing Maternal Mortality Rate (MMR) and Infant Mortality Rate (IMR) through ANC / PNC Advice, Motivation for Institutional Delivery, Providing information of health schemes, Tracking immunization status, Promote, protect and maintain the health of the mother and child – general mother & child care advice eg nutrition, health & wellbeing etc., Verification of all database including contact numbers etc. The performance of the MCTS Call Centre was reviewed and the implementation partner Piramal Swasthya Management & Research Institute (PSMRI) updated on its activities and outcome. It is hard to believe the news of the sad demise of a popular figure, Dr APJ Abdul Kalam who ignited the young minds with his words of wisdom. In his death, India has lost not just a beloved statesman, but a scientist who led from the front to help the country shake off its doubts and emerge stronger on the world stage. A man born in a middle class family, seen and faced problems and hardships of middle class, who never daunted and depressed of failures rose to the height of first citizen of India, the president of India, a visionary, a pragmatist, a poet a good human being, a complete man.
Dr Kalam was a man of impeccable character, indomitable spirit, profound knowledge and firm conviction. His smile, cheerfulness and grounded nature made him the man one can look up to.
An eternal optimist with amazing energy, Dr. Kalam has been an inspiration to me
like to billion others in many ways. I vividly remember the time when I first met
Dr APJ Abdul Kalam in August 2010 when he was on a two day visit to Arunachal Pradesh.
It was the most intellectually-
I had the previledge to meet the legend in person at Rajbhawan, Itanagar on August
4, 2010. He spoke of his incredible journey of aspiring to be an aeronautical engineer
as a child, making missiles and satellites, and becoming the president of India.
“If four things are followed-
A role model for students and young people Dr Kalam was in his element when surrounded by them. Dr Kalam was here to attend the 2nd convocation ceremony of North Eastern Regional Institute of Science & Technology (NERIST) at Nirujuli on August 4th and prior to that he had an interaction programme with enthusiast students of various schools from Itanagar & Naharlagun on August 3rd.
The jammed packed Rajbhawan hall burst out in loud cheers and applause when he spoke of a teacher’s potential to transform a student’s life. He narrated the story of his teacher taking them to the seashore to show the way birds flew, the story became legendary, for it inspired young Kalam to pursue space research. His quotes as he spoke became a source of inspiration to many students of various schools of Itanagar and Naharlagun.
Dr Kalam words still echoes fresh in my ears where he described Itanagar as a beautiful city which has been named after the famous Ita Fort and is about 6th centuries old. He quotes, “I am very happy to be in this atmosphere and be interacting with you. It is the Knowledge that makes you great.”
Before, he inspired the students about the importance of “Empowering the young mind, Criteria for achievement giving an aim at right age, Birth of Creativity in a difficult situation, Let not thy winged days be spent in vain, Home library, Birth of a Global Mission: Ten billion trees and what I will be remembered for.” He freely shared his email id and promised a prompt reply to everyone within 48 hours. “Ask me anything; share your dreams and goals, about how you want to change your country.”
Dr Kalam’s session was interactive with the participants and he inspired them to set their aim high and to bring glory to the nation while being a good member of the family, nation and the world. He told the youths that success and failure will be there in life, and you have to defeat the fear.

Message of the Land
I stood before the mighty Himalayan Mountain and asked,
O ! Mystic mountains! What message for the children of the state you have?
The mountain thought and then slowly replied,
“O Kalam! Look at me -
I stood the gushing rivers meandering through my core,
I stood through the clouds blinding me in white.
But I had an unflinching aim to reach the skies,
and thus despite all the odds I stood by.
My message to young is thus – Have an aim in life and persevere,
That aim will be a light house to guide all your voyages through the turbulent times.”
I then turned to dense forest which reside in the heart of the hill,
Seeking for a message from them for the young full of courage.
The forest replied “O Kalam! Every season I see a new flavor,
Sometimes I absorb snow, I absorb mist, I absorb sunshine, wind and rain.
Everytime, I learn from the season -
My message for the youth is to constantly acquire and absorb knowledge,
For knowledge will make you greater than you ever imagined yourself to be,
The ignited mind of the youth is most powerful resource on the earth, above the earth and under it” The forest did see.
Next, I turned to the lovely an Anthurium flower beside me,

Accelerate economic reforms
The BJP led government came to power at centre with the promise of fixing the battered economy and to accelerate the growth. Prime Minister Narendra Mod promised jobs to the youths during his election rallies. However more than a year has passed since Modi assumed office but situation has not improved much at ground. The unemployment is still a major issue and economy has not really picked up as was expected.
Despite having absolute majority the government has failed to initiate any major economic reforms. Major economic reform agenda like land and GST bills are still pending at parliament. The negotiation team of Modi has not been able to prevail over the opposition parties. They will need to work hard to win the confidence of opposition parties to carry out major economic reforms. However, finally government is exhibiting some will power to accelerate the growth process. Today government of India cleared seven foreign direct investment proposals. The proposals worth 981.15 crore rupees have been cleared by the Finance Ministry following recommendations by the Foreign Investment Promotion Board, FIPB. In coming days they will need to take more such steps to fasten the economic growth and create more jobs for the youths.

General hospital needs some work
Dear Editor,
Through your esteemed daily, I want to express my bitter experience at Pasighat General Hospital. On 25th July, I was at the Hospital as one of my relatives was admitted there.
As usual the hide & seek game of electricity was going on and everyone was force to endure it. But from midnight power supply was totally gone and attendants of the patients had to use the traditional fan while so sleepy.
I was shocked to know that the pay cabins had power supply while other wards did not have.
So, what does it mean and why is it happening? Does money matter? If money is the matter then why it is called government hospital?
In another case, when I visited the pay cabin, electric bulb, one a flexible wire was hanging from the shower. What if there is a power leakage? The hospital management should deploy an electrician to repair it. I have attached a photo for your reference.
I appeal to the Government and concern body to look into the matters and appoint a special team or a member to look after such problems.

Parsuram kund is in Lohit
Dear Editor,
The Cultural and Literary Society of Mishmi strongly objects to the projection of Parsuram kund and Wakro in the newly created Namsai district by CT Mein, Parliamentary Secretary, during the recent budget session. The legislator had referred to Parsuram kund and Tameshwari temple at Paya suggesting for their enlistment in the world heritage list.
While CALSOM welcomes the senior MLA’s stand for enlistment of Parsuram Kund and Tameshwari Temple at Paya in the world heritage list, we resent the wrong projection of the pilgrimage sites in the Namsai District, which is misleading, unwarranted and bereft of facts.
Ever since the Lohit District came into existence, Parsuram Kund in Wakro circle is a part of the District and Wakro is still under the administrative jurisdiction of Lohit District after it’s bifurcation into Namsai District. It’s a well known fact that in the past the Mishmis residing in the periphery of Parsuram Kund used to ferry the pilgrims across the Lohit River. Likewise, Tameshwari Temple of Paya falls under Sunpura circle of Lohit District.
The CALSOM further appeals to the senior legislator and others to refrain from making such unwarranted and misleading statements.
